The Ministry of Textiles (MoT) has authorized an Rs. 160 crore budget for the Comprehensive Handicrafts Cluster Development Scheme (CHCDS).

The program will last through March 2026. This plan would offer handcraft craftsmen with infrastructure assistance, market access, design and technological up-gradation help, and so on. CHCDS seeks to develop a world-class infrastructure that responds to the business needs of local craftsmen and SMEs to enhance production and export, according to a statement from the Ministry of Transportation.

The fundamental goal of establishing these clusters is to help craftsmen and entrepreneurs establish world-class units with contemporary infrastructure, cutting-edge technology, and appropriate training and human resource development inputs, as well as market connections and product diversity.

Soft interventions will be given through CHCDS, such as baseline surveys and activity mapping, skill training, enhanced toolkits, marketing events, seminars, publicity, design workshops, capacity building, and so on.

Hard interventions such as Common Facility Centers, Emporiums, Raw Material Banks, Trade Facilitation Centers, Common Production Centers, and Design and Resource Centers will be approved.

The integrated projects shall be developed by Central/State Handicrafts Corporations/Autonomous, Body-Council-Institute/Registered Co-operatives/Producer company of artisans/Registered SPV, as required and as per the DPR produced for the purpose.

The focus will be on bringing together dispersed craftsmen, growing their small-scale businesses, and connecting them to SMEs in the handicrafts industry to ensure economies of scale.
