The Ministry of Textile (MoT) has put an ambitious target of USD 100 billion exports before it out of the textiles and clothing (T&C) sector through the coming five years. Which quite honestly is doable with coherent efforts from all the stakeholders.

Especially on the back of the fact in response to the ongoing commotion in the Chinese economy, Besides clamor for CHINA Plus One/ Credible alternative to China is getting louder. The semblance is Indian Textile sector is in a sweat spot currently.

As per the construct of the textile industry, MSMEs constitute around 89% share of businesses engaged & serving this sector, therefore it is only incumbent upon the Government should facilitate MSMEs achieving this goal by +ve policy intervention to further give an impetus to these manufacturing units which is key to success.

Textile sector PLI Scheme to fix RMG puzzle

Fundamentally to make the eco-system less concentrated on cotton push the industry to start increasing the use of MMF (Man-Made Fibres) and more aligned to global consumer demand thus making RMG exports more broad-based and sanguine, a PLI scheme was introduced Wayback in November 2020.

PLI scheme's underlying theme and objective technique is to give the right impetus to domestic manufacturing of man-made fibers, garments, and technical textiles to make the supply chain more contemporary and going forward integrate into the global supply chains.

The Textile Ministry's recent draft finer points/ guidelines are quite indicative that a point-based system with well-defined criteria entailing job provider, location, entities' financials, economic prospects, and technological fit & proper criteria/ soundness.


Ministry has set in criteria of 'A grading system to identify units for the ₹10,683 crore Sector Production Linked Incentive (PLI) scheme for man-made fiber (MMF) and technical textiles segments giving priority to manufacturers and entities creating job opportunities, located in areas under reached/ smaller cities, which are otherwise an apt choice as in financially fit & proper/ sound, have relevant experience, wherewithal, technical capacity and are keen to invest in integrated production system rather than in piecemeal/ single segment.

The scheme draft will be fine-tuned & operationalized only after the consultative process deriving feedbacks from all multi-stakeholders.

More importantly, the Ministry has also conveyed that subject to a critical threshold of turnover for the incentive if not achieved in a specified year by participating entity, they will not be entitled for incentives in the year in question albeit will not be restricted from claiming the incentive in the following years, provided they meet the all the eligibility criteria as applicable.

Earlier NCLT had permitted Future Group (FRL) to hold a meeting of shareholders and creditors for the requisite consolidation of its entities which was visibly a relief to Future group.

While it is imperative to describe here Amazon India, is fighting this bitter corporate tooth & nail with the Future Group, & wants to the deal to be blocked ASAP.

As a sequence of events, FRL moved to SIAC with two clear pleas. One it had contested that it was not a party to the agreement signed between FCPL and Amazon in 2019, it was where AMAZON visibly had infused roughly around Rs 1,400 crore into FCPL. More importantly, FRL appealed to SIAC to reverse the interim stay on the envisaged deal to sell its assets in question to Reliance Retail (RIL).

Let us try and look at the turn of events,"Amazon vehemently contests the investment does give it lien as in an indirect stake in the flagship Future Group.

SIAC's ruling made 'FRL' a party to dispute. The proposed meeting envisions a step in the direction of FRL's assets; 'Warehousing, Logistics & Retail' going to RIL.

SIAC rejects Future Group's plea to allow a deal with Reliance Industries (RIL)

Reliance allowed by NCLT to seek creditors’ approval for FRL proposed deal

NCLT grants permit to Relianceto seeking creditors and shareholders approval for proposed deal with (FRL) Future Group. By granting this important permission clearly, the NCLT sets aside the opposition/ objections raised, and the argument made by Amazon iterating them as “premature” comes as in relief.

Just to give a quick backdrop in the given case," Reliance Retail Ventures is a subsidiary of Mukesh Ambani-owned Reliance Industries (RIL). The group had proceeded with the NCLT seeking a nod to move ahead with creditors’ nod for reorganizing companies in lieu of the proposed Future-Retail Deal waiting for a lasting solution.

Reliance Retail Ventures apparently can hold meetings seeking a much-sought-after nod for the company's proposed ₹24,700 crore deal with the (FRL) Future Group was it really turned out to be a time-drawn exercise.
